Pars Today- "Israel's Agency for International Development Cooperation", under the mask of upgrading global development through educational projects, puts into effect plans which are aimed at whitewashing the regime's criminal image, reducing its global isolation and collecting information.
According to Pars Today, quoting from Fars news agency, the so-called "Israel's Agency for International Development Cooperation" (MASHAV), has been active since 1958, apparently, with the aim of promotion of global development via education and creation of capacities. Putting into action educational and developmental projects in developing countries, especially in Africa, Asia and Latin America, MASHAV strives to depict a humanitarian image of Israel. These measures are taken while Israel is under international pressure because of constant violation of human rights and persistence in the policies of occupation. According to the Amnesty International (2022), the Zionist regime has been accused of apartheid for violation of the rights of Palestinians. Without doubt, MASHAV acts as an instrument to decrease the global isolation of the fake regime and purify Israel's image. In addition, network-building with elite of various countries and formation of professional links can lead to collection of information and political infiltration which pave the way for espionage and affecting national decision-making.
MASHAV's dangerous soft infiltration triangle
Through three main bases of educational centers, graduates and Shalom clubs, MASHAV has built an intricate network of infiltration which targets the elite of different communities. This triangle sets the ground for cultural, political and intelligence infiltration under the disguise of development.
MASHAV educational centers; bases for training dependent elite
The educational centers of MASHAV, including International Agriculture Center (MATC), Carmel Center (MCTC) and Skills Center (METC) provide specialized programs in the fields of agriculture, water management, gender equality and education. These centers educate hundreds of specialists annually from developing countries. For instance, MATC held concise courses in 2022 in the fields of agriculture and irrigation in English, Arabic and Spanish languages. These programs, enjoying Israeli innovations, attract specialists, but make them dependent on Israeli technology and knowledge simultaneously. This dependence can lead to economic and political infiltration as the graduated specialists act as the indirect supporters of Israeli interests in their countries.

The graduates of MASHAV return to their countries after graduation and act as connecting bridges with the local communities. Although these projects look development-oriented, they gradually contribute to promotion of Israeli patterns and creation of the sense of gratitude towards Israel among the local communities. The graduates, due to the proficiency they have obtained, are often appointed at key positions in their countries, hence, enable Israel to impact the local policy-making easily. This network-building with elite can result in collection of intelligence or directing public opinion in favor of Israel.

Shalom clubs are made up of a global network of MASHAV graduates who work in cooperation with the Israeli embassies in the target countries. These clubs, as a ground for professional, social and cultural events, keep Israel's constant relation with the graduates. For instance, the Israeli ambassador to Kazakhstan met with the members of Shalom club in 2023 to plan the projects for future. These networks, while providing a positive image of Israel, can act as channels for diplomatic infiltration and even spying. Close relation with embassies and exchanging information in these events have created concerns over exploitation of these networks for intelligence objectives.
Dangerous triangle and consequences
The triangle of educational centers, graduates and Shalom clubs builds up a strategy for dangerous soft infiltration which aims at the elite in target countries. The educational centers, providing advanced sciences, make specialists dependent on Israel and turn them into the indirect advocates of Israeli interests. These graduates, as local agents, put these sciences into effect in their communities and promote a positive image of the demon (Israel). Shalom clubs, too, keeping constant relation and cooperation with embassies, turn this network into an instrument for political and intelligence infiltration. This strategy is very dangerous, particularly in the developing countries with poor infrastructures. Relying on Israeli technologies and patterns will undermine their economic independence. Moreover, this infiltration among the elite can lead to influence on national policy-making which are in contrast with national interests of countries.
Warning and need for alertness
Using the triangle of educational centers, graduates and Shalom clubs, MASHAV has created a complicated network of soft infiltration, which in the name of development of countries, is trying to whitewash Israel's image, decrease its global isolation, collect information and build networks. This strategy, concentrating on the elite, will threaten political, economic, and cultural independence of countries. MASHAV projects may have short-term benefits like improvement of agriculture, but they pursue very dangerous objectives such as political infiltration and espionage. The target countries, especially in Africa and Asia, must evaluate these projects with full alert and suspicion.
