Pars Today – Regarding the European Troika’s misinterpretation of the JCPOA dispute resolution mechanism and issues related to UN Security Council Resolution 2231, Iran’s Foreign Minister called on all Security Council members to reject improper political maneuvering.

The three European JCPOA members— the UK, France, and Germany (the European Troika)—officially sent a “notification” to the UN Security Council on Thursday morning, activating the snapback mechanism to reinstate sanctions against Iran.

These European countries, which have so far not fulfilled their JCPOA commitments, stated that they are ready to negotiate with the Islamic Republic of Iran over the nuclear deal within the next 30 days, a process that could halt the reinstatement of sanctions.

According to Pars Today, citing IRNA, Seyyed Abbas Araghchi, Iran’s Foreign Minister, wrote in a letter to the UN Security Council and the Secretary-General, urging all Security Council members to reject the European Troika’s misinterpretation of the JCPOA dispute resolution mechanism and related issues under Resolution 2231, describing such actions as improper political maneuvering.

In a letter to Eloy Alfaro de Alba, the rotating President of the UN Security Council, and UN Secretary-General António Guterres, Araghchi wrote: “We call on all Security Council members to uphold the integrity of international law and the authority of the Security Council. The way forward lies in mutual respect, not coercion.”

He added that such behavior cannot in any way be justified by reference to Iran’s fully legitimate and legal remedial actions, which have been carried out gradually and proportionately, in full compliance with the procedures and rights stipulated under the JCPOA. Nevertheless, the Troika’s letter ironically and unintentionally exposes two fundamental flaws in their reasoning for any potential attempt to invoke what they term the “automatic reinstatement of sanctions.”

Resolution 2231 must end on its “sunset day”

In the letter, Araghchi emphasized that the Islamic Republic of Iran calls on the Security Council to fully adhere to the binding timelines set forth in Resolution 2231, so that its provisions conclude as foreseen. This would pave the way for resuming diplomatic interactions in a more constructive environment, free from coercion and threats.

Iran remains open to diplomacy

Iran’s Foreign Minister also highlighted that the Islamic Republic firmly believes diplomacy continues to be the most effective and efficient means to resolve disputes.

At the same time, in a letter to Kaja Kallas, EU Foreign Policy Chief and Coordinator of the JCPOA Joint Commission, Seyyed Abbas Araghchi wrote that any potential efforts by the European Troika to revive UN Security Council resolutions, which were terminated under Resolution 2231 (2015), are invalid and ineffective. He emphasized that the resolution must expire according to its timeline on October 18, 2025.
