What is Imam Khamenei’s view on U.S. bad faith and its goals?

Ayatollah Khamenei, Leader of the Islamic Revolution, in a meeting with Iran’s Basij forces, pointed out that the United States does not fulfill its commitments and said:

“In the JCPOA, they said, ‘If you reduce your nuclear industrial activities, we will do these things: lift sanctions, take certain actions, do this and that.’ Did they do any of it? No, they didn’t.”

One cannot rely on the words or even the signatures of the Americans

Imam Khamenei also stated, in a meeting with Iranian ambassadors and officials from the Ministry of Foreign Affairs, referring to the repeated acknowledgment by Iranian officials of the untrustworthiness of the United States:

“I have long emphasized this point: you cannot rely on the word or even the signature of the Americans. Therefore, negotiating with the U.S. is completely futile.”

They always act as if we ow them

Ayatollah Khamenei also pointed out:

“In the Iranian nuclear issue, the Americans have truly crossed all limits of shamelessness. They [the Americans] withdrew from the JCPOA right in front of everyone’s eyes, and now they speak as if Iran was the one who left the JCPOA! Acting as if we owe them and we were the ones who violated the commitments! The European countries accompanying the U.S. are the same; in terms of breaking promises and misconduct, they are no less than the Americans. They are also like the Americans, but in words and rhetoric, they act as if we owe them—they are always demanding. It is as if we were the ones who ridiculed the negotiations for a long time, violated our commitments, and failed to act—it is what they did.”

They break their promises

Ayatollah Khamenei explained in a meeting with various segments of the Iranian people:

“First, the Americans, relying on their military, financial, and media power, set their main objectives clearly for themselves before entering any negotiation. Some of these goals they state openly, others they do not. During the talks, they constantly make new demands, add conditions, and bargain, but their primary objectives are fixed.

Second, they never retreat from these main objectives. They may appear to compromise on secondary or trivial matters, giving the impression of concession, but they never back down from their core goals and never truly give any real advantage.”

Third, they demand immediate, tangible concessions from the other party rather than accepting promises. They say, “We don’t trust,” and insist on actual, upfront gains. This, Imam Khamenei notes, was experienced by Iran in the JCPOA and in other negotiations.

Fourth, they demand the concession immediately and offer only a promise in return.

Finally, once the matter is over and they have achieved their goal, they break that very promise and forget it as if it never existed. This is the typical American negotiation method.
