The Trump administration claimed that he had reserved 4,000 slots for Iraqi refugees who inevitably had helped American occupation troops, contractors or news media in Iraq. It ultimately admitted only 161 Iraqis — or four percent — to the United States, the lowest percentage of the four categories of refugees the administration authorized for resettlement last year.
