The Leader of Islamic Revolution,  Ayatollah Seyed Ali Khamenei, in an address to officials and researchers of the Headquarters for Development of Science and Technology, in addition to a number of related universities' professors; put emphasis on multilateral and round-the-clock efforts for further progress and development in scientific fields, while adding that any nation which remains behind in modern sciences and technologies, would encounter no fate other than underdevelopment, humiliation, and domination by world powers. Hence, the current fast pace of scientific growth should not be slashed and/or halted. In fact, the fast pace of scientific growth should be maintained and reinforced for many years until ascension of Islamic Iran to the peak scientific point.

Meanwhile, the most important achievement of the first phase of the Islamic Revolution in line with maintenance of the stability, security, and territorial integrity of the country has been the establishment of religious democracy. Islamic Republic of Iran has put behind the 8-year imposed war, in addition to several sanctions and seditions, thanks to the vigilance and sympathy of the Iranian nation.

Currently, in the second phase of the Islamic Revolution, Iran's fast movement toward development and progress is one of the strategic goals of the sacred Islamic system. On this basis, the strategy that the Leader of Islamic Revolution has defined in the second phase of the Islamic Revolution is based on acquirement of sciences and research; given that in the contemporary era, knowledge and science are the sources of power and honor.
