20 US states sue Trump administration over slashing disaster preparedness funds

The complaint, filed in federal court in Boston, alleges that the Federal Emergency Management Agency (FEMA) unlawfully eliminated its "Building Resilient Infrastructure and Communities" (BRIC) program earlier this year, abusing congressional authority in the process. The states argue that the resulting government shutdown has had a “devastating” impact.
